Note:
When you launch the working version of Photoshop Elements in which you want to reuse these frames, it starts building the deleted cache files. This process can take several minutes based on the size. Try not to use Editor during this process. After you launch the Editor workspace, open the Graphics Panel in Expert view to use your custom frames.
