Ive been trying a few things ->
Renaming it.tmp to iTunes Library.itl didnt do the trick.
I tried another thing that went a bit better.
i exported my (corrupt) library XML file.
Deleted iT.tmp, iTunes Library.itl and iTunes Music Library.xml
Started up iTunes and it made a new itl & xml file.
I closed iTunes, reopened it and imported my previous backupped XML file.
It started importing and somewhere near the end i got an unkown error 50.
A bit of googling learned that is was most probably due to some podcast vid's, but mit might also be like the corruption as of why SSL couldnt succesfully enumerate the ITL file in the first place.
In my orig Itunes library ware like 16250 songs, the new import is showing 15072 tracks.
The missing songs might be due to more data in te iT.tmp file or it might caught up some corruption in the XML what resulted in the unknown error 50 while importing.
But SSL can succesfully enumerate my ITML again.
In a split second while SSL enumerated the ITML it showed like track that was looking kinda like corrupted with strange ascii characters.
I have most of my music in like 12 root folders so i can pretty quick get all my songs back but since i did these findings let's share it here.
It might help other ppl so good luck if u are in a simular situation.

Sep 17, 2019 Update: Figured it out at least for my case - open httpd-ssl.conf, and at about line 68, comment out the line that starts with SSLMutex. It seems to use a module that isn't used in our current configuration. Also, lower down in the file it defines a virtualhost that may or may not conflict with the one defined in httpd-vhosts.
